1. Luxor, Egypt. It appears to be looking out toward the Temple at Luxor. The reinforcing rods coimg out of the top of the buildings are everywhere in Egypt and that looks like the Temple at Luxor in the distance.

  2. I second Luxor. Buildings do not pay rates (property taxes) until completed in Egypt (as I recall.) Many are left incomplete to avoid the tax. Also, some homes are built so that as the family grows, another level may be added.

  3. Another vote for Luxor, Egypt. And yep, in any-city-Egypt, can’t miss the incomplete buildings everywhere, with entire neighborhoods looking like construction zones.
